Independent Sector for European Integration and International Affairs

Independent Sector for European Integration and International Affairs was founded in 2004 (under the name of the Department for European Integration and Peacekeeping Missions). It is managed by the Head of the Independent Sector. The scope of work of the Independent Sector is:

  • European integration;
  • Implementation and monitoring of the EU projects;
  • Peacekeeping Missions.

 

Independent Sector for European Integration and International Affairs coordinates activities of the Ministry of the Interior in the domain of European integration. It takes active part in the harmonisation of legislation and practises with the European Union acquis and the practises of the Member States, deals with the implementation of the projects related to the European Union programmes and monitors and analyses the preparations and participation of police officers in peacekeeping missions and monitors the work and activities of the police liaison officers.

The Sector consists of the Service for European Integration, Implementation and Monitoring of Projects and the Service for Peacekeeping Missions and Police Liaison Officers.

 

Service for European Integration, Implementation and Monitoring of Projects

Service for European Integration, Implementation and Monitoring of Projects coordinates activities related to the discussions with the EU institutions in the area of internal affairs. It coordinates the work of the organisational units of the Ministry whose representatives are going to work with the European Union institutions, prepares materials and takes part in the activities of joint authorities established on the basis of the Stabilisation and Association Agreement, coordinates the drafting of the report on the progress accomplished in the implementation of reforms under the responsibility of the Ministry, monitors the development of the EU acquis related to the Ministry’s competency, coordinates the harmonisation of the national legislation with the EU acquis related to the scope of work of the Ministry, takes part in the drafting of regulations pertaining to the competency of the Ministry for the purpose of their harmonisation with the EU acquis, cooperates with competent national and foreign institutions in the harmonisation process, conducts expert and coordination affairs related to the development and enhancement of international cooperation in the domain of internal affairs, coordinates the development and the implementation of all funding projects from the EU resources. The Service includes the European Integration Department and the Department for Implementation and Monitoring of Projects. 

 

European Integration Department

This Department monitors and analyses activities related to the European affairs, initiates amendments to the laws and regulations and cooperates in the drafting of legislation related to the Ministry’s scope of work, monitors and analyses the normative status of the harmonisation of internal legislation with the European Union legal system, provides for opinions and counselling and deals with other affairs of the European integration process, deals with other affairs from the labour domain, coordinates the work of police officers in working bodies of the European Union.

The Department cooperates with other authorities of the public administration, particularly in the area of monitoring and coordination of the harmonisation of legal provisions related to the Ministry’s scope of work with the European Union acquis in the area of judiciary and internal affairs.

The role of the European Integration Department also encompasses other areas that include the information flow among the EU competent authorities and the public administration authorities, the communication and consultations with national permanent representative, the analysis of the influence of new policies and legislation, producing of national positions and opinions, participating in the work of the Council working groups, participating in the work of boards and expert groups, exchange of opinion and consultations with other Member States and the preliminary notification procedure.

 

Department for Implementation and Monitoring of Projects

Department for the Implementation and Monitoring of Projects within the Service for the European Integration, Implementation and Monitoring of Projects coordinates activities and provides for professional support to all organisational units of the Ministry of Interior in the area of the programming, preparations, implementation and reporting about the use of the European Union funds. The Department proposes new projects and activities that are needed for the use of the European Union funds resources, manages the use of these resources, coordinates the programming, implementation, assessment and evaluation of the projects financed from the European Union resources, produces the analysis of the Sector, project proposals, logical matrixes, project summaries, draws up tender documentation, evaluates tenders, reports about the monitoring procedure of a project implementation, maintains connections with outsourced evaluators and auditors regarding the projects and deals with other matters from its scope of work.

The Department participated in the use of projects from the final EU CARDS and Phare programmes and at this moment participates in preparation, implementation, reporting and evaluation of IPA and Transition Facility projects of the Ministry of Interior.

The Department performs the operational tasks of the Responsible Authority for two General Programme “Solidarity and Management of Migration Movements” funds - the European Return Fund and the European Refugee Fund, and as well for the Schengen Facility (SF) – which is dedicated to the funding of the protection of the EU external borders, that is, to the preparations of the Republic of Croatia for the accession to the Schengen area. The value of this fund at the disposal of Croatia amounts to 120 million EUR.

The Department participates in the programming process and will take the operational tasks of the Responsible Authority for the Internal Security Fund (ISF) and the Asylum and Migration Fund (AMIF) national programmes, where Croatia will be able to use 54,705,197 EUR for ISF and 17,133,800 EUR for AMIF.
